The papers

Nine working drafts across the programme's three threads. All are evolving; version numbers and dates are on each PDF's first page.

Paper Thread One line PDF
Path Sovereignty measurement The measured map of the European stack, and sovereignty as a stock of options PDF
Cuts and Options theory Coercion and diversification as dual numbers, and why per-layer certificates cannot certify either PDF
Channels of Power theory The complete taxonomy of how one actor in a technology network moves another, soft power included PDF
Sovereignty as a Flow measurement How control of European technology firms leaves, and what resists it PDF
Screening for Sovereignty mechanism design When procurement can and cannot tell a genuine supplier from a well-lawyered subsidiary PDF
Cheaper and Losing mechanism design The layered market model: why price does not decide the cloud market, and what does PDF
Exit or Own? mechanism design Portability mandates and ownership screens are complements, with an exact band PDF
Two Screenings mechanism design Why the EU screened Huawei structurally and the hyperscalers behaviourally PDF
Cloud Services Matrix architecture Two axes and an auditable exit-tax score for every cloud dependency PDF

Details per thread: Path Sovereignty papers · Game-theory papers · Cloud-services matrix.

How the papers depend on each other

An arrow points from a paper to what it builds on (imports, computes on, or uses results of). Dashed links are conceptual kinship without textual dependency; dashed boxes are planned. Click the diagram to enlarge it.

Reading the arrows: the theory paper computes on the flagship's measured graph; the taxonomy imports the theory's quantities, the flagship's measured overlays, and the capture registry; the flagship uses the capture results as its temporal dimension; the capture paper imports one result from the layered-market model; the two case-and-instrument papers import the screening paper's frame; the layered model uses the exit-option concept; and the matrix paper shares objects (exit costs, tipped markets) with the flagship and the layered model without textual dependency. The planned dynamics paper will build on the theory, the taxonomy, and the capture evidence.
