The papers¶
Nineteen draft working papers span the programme's two wings: the EuroStack wing (measurement, theory, mechanisms, architecture, and the Open Internet Stack build criterion) and the OSS-economics wing (the demand and supply sides of open source, plus the two-volume practitioner migration guide). All are evolving; version numbers and dates are on each PDF's first page.

Alongside these sit the policy papers: filings and briefs addressed to a live policy process. There are three so far: the lab's edition of the response to the review of the European Interoperability Framework, prepared for CNLL and EuroStack; an economic commentary on the Franco-German Joint Paper on Digital Sovereignty, also available in French; and a brief on where EU AI investment lands in the stack.

The two practitioner guides sit apart from the arrows on purpose: they are self-contained, built from six public migration studies rather than from the programme's own results, and they import the economics as framing (exit cost as the object) rather than as computation.
Reading the arrows: the theory paper computes on the flagship's measured graph. The taxonomy imports the theory's quantities, the flagship's measured overlays, and the capture registry. The flagship uses the capture results as its temporal dimension. The capture paper imports one result from the layered-market model and uses the matrix's exit tax as the boundary rule for its substrate-dependency cases. The two case-and-instrument papers import the screening paper's frame. The layered model uses the exit-option concept. The matrix paper imports the flagship's exit-cost object (its exit tax is the service-resolved form of the layer-level exit cost) and the layered model's two-friction and un-bundling results. The Open Internet Stack paper computes on three published instruments at once: the flagship's measured graph, the theory paper's cut calculus, and the matrix's exit-friction scores. In the OSS wing, the survey design imports the methods paper's identification discipline for its central test, and the buyers'-club paper connects its fork-capable club to the supply-side paper's enclosure threshold. All sides share the value-network typology, so the demand papers and the supply paper meet at the adopter segments. Three of the newer papers are methods companions to their neighbours: the counting-dependencies note ends where the flagship's measured graph and the theory paper's composition rule begin, the unpriced-bundle model supplies the considered-set device the taxonomy's wedge thesis asked for and compounds the layered model's trap from the demand side, and the leverage note lands on the theory paper's option-maintenance public good and on the buyers'-club paper's state variant. Among the dashed nodes, the dynamics paper builds on the theory, the taxonomy, and the capture evidence. The OSS-sovereignty bridge, the planned junction of the two wings, imports the matrix's option-supply evidence, the layered model's entry-cost results, the supply-side paper's enclosure threshold, and the buyers'-club results (anchor thresholds and in-kind membership). The interoperability pair extends the exit-pricing algebra and the channels overlay, and the reversibility paper operationalizes the matrix's transport/interface decomposition against the Data Act event.
