The EU's AI money is aimed one layer too low¶

Abstract¶
EU AI investment for 2028-2034 is planned against a diagnosis of scarce compute, capital and skills, while the Commission's own AI annex and Mozilla's developer survey both locate the failure at deployment. The orchestration layer has no cell in the value chain the annex reproduces, and European public money backs open supply while European developers buy closed.
