Abstract¶

Prepared for CNLL and the EuroStack Initiative Foundation e.V. and submitted as their joint response to the Commission's Call for Evidence in July 2026: ten recommendations to convert the EIF from a statement of principles into an instrument a buyer can verify and a supplier can feel, starting with the restoration of the 2004 royalty-free definition of an open standard.
